The Government of Maharashtra has issued operational guidelines on 19 August 20261 to operationalise the Maharashtra Global Capability Centre (GCC) Policy, 2025 announced on 3 November 2025 (policy). The operational guidelines translate the policy framework into a detailed procedure for application, approval and incentive claims, and appoint the Commissionerate of Services of the Maharashtra State, as the implementing agency.
The operational guidelines are relevant for multinational groups and Indian global companies that are establishing or expanding captive centres in Maharashtra. These guidelines specify various aspects such as the investment cut-off date, distinguish between new and expansion units, prescribe the process for obtaining the Letter of Intent (LOI), Registration Certificate (RC) and Incentive Eligibility Letter and introduce timelines for claim filing, continuing compliance, monitoring, recovery and grievance redressal.
