Our role

Designing, developing, implementing and providing operational support for NOAR - a digital platform at a national scale.

The situation

  • As the consumers in the Indian power market increased over time, so did the complexity of the open access process. This created challenges for the efficient operations of the power market.
  • Absence of an integrated digital platform at a national level resulted in fragmented operational processes spread across multiple entities within India.
  • To address these issues, the Central Electricity Regulatory Commission (CERC) introduced a digital platform called NOAR and assigned the task of implementing the platform to Grid Controller of India Limited (GRID-INDIA).
  • PwC was entrusted the task of designing, implementing and providing subsequent operational support of the NOAR platform by GRID-INDIA.

The solution

  • PwC developed the NOAR platform as a centralised online platform which helped in managing the short-term open access process for inter-state electricity transactions in India.
  • The platform streamlined critical processes for market participants, including registration, processing business transactions through an integrated digital workflow involving multiple entities, billing and payments processing, and detailed analytics and reporting.
  • The platform was equipped with digital infrastructure required for performance at a national scale.
  • The platform was integrated with multiple power exchanges and other critical systems for faster data interchange along with multiple payment gateways for uninterrupted transaction processing.
  • The platform also supported in additional activities of power market such as Green Open Access Registry, High-Price Day-ahead Market, Tertiary Reserve Ancillary Service Market and Temporary General Network Access

The impact

  • NOAR improved the operational efficiency of the Indian power market. For example, the average open access application processing time got reduced by 90%.
  • NOAR helped in improving the transparency of operations in the power market.  The platform provided online access to data, maintained detailed user activity logs and provided information and insights through dashboards and analytical reports.  
  • NOAR  improved the ease of doing business for stakeholders resulting in more than 1,50,000 transactions in three years of operation by having improved workflows, transparency in operations, etc.
  • NOAR helped in increasing  participation of entities in the short-term power market, resulting 10% increase in participation in the first year.
  • NOAR helped in  facilitating  participation of cross-border entities in Indian power market in an integrated manner.
