Introduction

The pension system serves as a vital financial lifeline in India by providing a regular income to working professionals after retirement. It mainly comprises the National Pension System (NPS), Employees’ Provident Fund (EPF), Atal Pension Yojana (APY), and other government or non-government schemes based on contributions and years of work. Many government pension schemes in India have been digitised through platforms such as the Employees’ Provident Fund Organisation (EPFO), Pension Fund Regulatory and Development Authority (PFRDA), Jeevan Pramaan, DigiLocker, Aadhaar e-KYC, and online portals, while private pension providers offer digital services through their own platforms. Tax benefits are available on partial withdrawal and pension contributions under specific sections of income tax law.

Future solution

To address the above complexities and challenges, we propose an AI-powered pension system, where AI carefully identifies eligible citizens, automatically prepares pension applications, verifies documents, and predicts eligibility, potential withdrawal opportunities, and pension premature withdrawal requests. In addition, the AI system can validate eligibility, calculate applicable penalties or tax deductions, prepare the withdrawal package, and initiate pension benefits with a citizen’s consent. Thus, instead of citizens applying for pension, the pension system would actively identify and serve citizens.

Currently, most pension schemes require eligible individuals to initiate the pension claim process by submitting an application. In contrast, our AI-powered system continuously analyses citizen’s data based on pension portals (subject to legal authority, privacy safeguards, and citizen consent) to identify individuals who are approaching pension eligibility.

Under one application, multiple AI agents can integrate the entire process by connecting with existing pension schemes (governmental/non-governmental) applications and thus providing a unified AIpowered system. The proposed system will incorporate full data encryption, obtain explicit citizen consent before accessing or processing personal information, maintain comprehensive audit logs of all AI-driven actions, and comply with applicable privacy, security, and data protection laws.

This agent continuously evaluates eligibility based on available records such as:

Once eligibility conditions are met, the system creates a preliminary pension case.

Many citizens qualify for more than one benefit. The AI agent will evaluate available pension schemes and recommend the most appropriate based on an individual’s circumstances:

  • Evaluates all pension schemes and benefits applicable, including withdrawal options and tax implications.
  • Advises citizens on optimal pension and withdrawal benefits, including premature withdrawal eligibility, penalties, and tax implications, enabling them to make informed decisions about accessing pension funds early if needed.

Example:

“You are eligible for EPS pension and a State Senior Citizen Pension. Based on your contribution history and income profile, these benefits can be combined where permitted under existing rules.”

Rather than asking citizens to repeatedly upload documents, the system retrieves or verifies them, where legally authorised and with citizen consent, from trusted digital sources and other government repositories based on a pension or withdrawal request. It automatically verifies:

If information is missing, the AI agent identifies only the specific items requiring citizen action.

Instead of presenting lengthy forms, an AI agent based on request obtained:

  • Creates the application
  • Pre-populates verified information
  • Highlights missing data
  • Requests citizen confirmation
  • Submits the application electronically
  • Tracks the approval status
  • Provides updates through messaging system, email, or voice

The citizen primarily reviews and authorises the application instead of manually completing the process.

For pension payment

For pension payment, the AI maker submits payment instructions and awaits human verification on the payment process (for scheduled monthly pensions).

For a withdrawal request

For a withdrawal request, the agent validates withdrawal eligibility, runs fraud checks, and prepares the withdrawal package. The citizen then reviews, approves, or rejects the withdrawal request.

The AI maker performs the following functions:

  1. Retrieves and verifies beneficiary bank details from trusted digital sources (authorised and government-recognised digital repositories such as Aadhaar-linked bank databases, DigiLocker, or employer records) with explicit consent.
  2. Validates account activity, IFSC codes, and consistency with multiple repositories to prevent errors or fraud.
  3. Flags invalid or inactive accounts for corrective action before disbursal.
  4. Interfaces directly with EPFO, PFRDA, and state portals or other providers to initiate electronic payments upon approval.
  5. Securely transmits disbursal instructions (pension details) via encrypted APIs or secure file transfers.
  6. Manages scheduled monthly pension payments or withdrawals seamlessly.
  7. Continuously monitors payment status using banking transaction reports and payment gateway data.
  8. Performs automated reconciliation, matching expected payments with actual credits.
  9. Flags failed or delayed payments and triggers corrective alerts to pensioners and authorities.
  10. Sends real-time multilingual payment confirmation notifications via SMS, email, or calls.
  11. Provides guidance and assistance alerts in case of payment issues or required updates.
  12. Maintains audit logs ensuring transparency, data privacy compliance, and dispute resolution support

AI fraud intelligence engine

The framework uses machine learning to detect anomalies such as: •

  • Duplicate beneficiaries
  • Identity inconsistencies
  • Suspicious bank account patterns
  • Fake document submissions
  • Unusual payment activity

This supports fraud prevention while reducing unnecessary manual investigations.

AI pension management assistant

After retirement, AI continues to support citizens by:

  • Sending reminders for Digital Life Certificates
  • Explaining pension revisions
  • Answering questions in regional languages
  • Guiding grievance resolution
  • Providing retirement planning advice

Conclusion

Both the Indian government and private organisations have digitised many pension services. This AIenabled solution will integrate various platforms and services to provide a seamless, end-to-end pension experience. With this solution, the government and other organisations can proactively offer pension services, while citizens simply review their details, provide consent, and receive benefits. Responsible AI will drive this shift from application-based governance to citizen-oriented governance, thus improving accessibility, efficiency, and transparency in public service delivery.
