Government of Maharashtra notifies the GCC Policy, 2025

In brief

India has become a leading hub for Global Capability Centres (GCCs), which have grown from ~1,200 in financial year (FY) 2021 to 1,900+ in FY 2025 and employ ~1.9 million professionals. GCCs have evolved from cost centres to strategic drivers of digital transformation and high‑value services, in line with Viksit Bharat @2047. 

Maharashtra anchored by Mumbai, Pune, Nagpur, Nashik and Chhatrapati Sambhajinagar is positioned to lead this growth. 

The Maharashtra GCC Policy 2025¹ (GCC policy) targets about 400 new GCCs, 400,000 high‑skilled jobs, stronger multinational collaborations, world‑class business districts, and a digital talent databank across Zone I (Mumbai Metropolitan Region and Pune Metropolitan Region), and Zone II (other than Zone I), with an emphasis on Tier‑2 and Tier-3 cities.
